ABBAS TOMÓ LA DECISIÓN SIN BUSCAR LA APROBACIÓN DEL PARLAMENTO PALESTINO, EL CONSEJO LEGISLATIVO PALESTINO (PLC), O CUALQUIER OTRA INSTITUCIÓN JUDICIAL O DE TOMA DE DECISIONES.
