POR CONSIGUIENTE, NO CREEMOS QUE EL PÁRRAFO 2 DEL ARTÍCULO 66 SEA LA FORMA MÁS ADECUADA DE ABORDAR LA CUESTIÓN DE LA TRANSFERENCIA DE TECNOLOGÍA HACIA LOS PAÍSES EN DESARROLLO.
