PERO CON SÓLO 38 DE LOS 187 ESTADOS MIEMBROS DE LA OIT A FAVOR DE ESE CONVENIO SE CORRE EL RIESGO DE QUE SEA UNA RECOMENDACIÓN NO VINCULANTE.
