LA ENTRADA EN VIGOR DEL ACUERDO NO PODRÍA LLEGAR EN UN MOMENTO MÁS IMPORTANTE DADO EL IMPERATIVO DE HACER EL CRECIMIENTO GLOBAL MÁS INCLUYENTE".
