EL CONSEJO DEBE TENER LA OBLIGACIÓN DE EXAMINAR «LOS OBJETIVOS PRESUPUESTARIOS A MEDIO PLAZO PRESENTADOS POR LOS ESTADOS MIEMBROS DE QUE SE TRATE» (ARTÍCULOS 9 Y 10);
LOS ESTADOS MIEMBROS VELARÁN POR QUE, CUANDO SEA POSIBLE, LAS AUTORIDADES COMPETENTES RECURRAN A MEDIDAS ALTERNATIVAS A LA DETENCIÓN (MEDIDAS ALTERNATIVAS).
JEAN-CLAUDE JUNCKER ASEGURÓ QUE LA COMISIÓN DEBERÍA ELABORAR UNA O DOS VECES AL AÑO UN INFORME SOBRE EL RESPETO DEL ESTADO DE DERECHO EN TODOS LOS ESTADOS MIEMBROS.
LAS AUTORIDADES DE LOS ESTADOS MIEMBROS NO ESTÁN OBLIGADAS, EN EL CONTEXTO DEL PRESENTE REGLAMENTO, A JUSTIFICAR LA NORMA TÉCNICA EN SÍ.
