LA POLÍTICA EXTERIOR Y DE SEGURIDAD COMÚN PUEDE UTILIZARSE TAMBIÉN PARA LLEVAR A CABO ACCIONES SOBRE LA BASE DEL ARTÍCULO 28 DEL TRATADO DE LA UNIÓN EUROPEA.
EN LOS ANEXOS I Y II NO SE INCLUIRÁN LOS BIENES Y LA TECNOLOGÍA INCLUIDOS EN LA LISTA COMÚN MILITAR DE LA UNIÓN EUROPEA ( 19 ) ("LISTA COMÚN MILITAR").
DE ACUERDO CON EL ARTÍCULO 16, APARTADO 1, LETRA A) DE DICHO REGLAMENTO, ESTAS INSTALACIONES DEBEN INCLUIRSE EN LA LISTA EUROPEA DE INSTALACIONES DE RECICLADO DE BUQUES.
AÚN ASÍ UNIÓN EUROPEA ESPERA AMPLIARSE PRONTO DE 15 A 25 MIEMBROS, ADOPTAR UNA CONSTITUCIÓN Y DESARROLLAR UNA POLÍTICA ESTRATÉGICA COMÚN Y DE DEFENSA.
