EN SEGUNDO LUGAR, Y ESTO ES LO MÁS RELEVANTE, EN ÉPOCAS DE CRISIS EXISTE UNA CLARA ASIMETRÍA MACROECONÓMICA ENTRE LOS PAÍSES DESARROLLADOS Y EN DESARROLLO.
LA IDENTIFICACIÓN DE EXPERTOS QUE PUEDEN ASISTIR A PAÍSES EN VÍAS DE DESARROLLO EN ESTE PROCESO TAMBIÉN SE INCLUYE COMO UNA FORMA DE ASISTENCIA TÉCNICA (EL ARTÍCULO 60 (5)).
